Most people here will strongly suggest re gelcoating the boat, but if paint is what you want then Awlgrip or imron are the usual paint of choice for fiberglas boats.

Ross,
How bad is the original gel? Can it be wet sanded and buffed? Many here have had great results with the process. Paint will not hold up like gel does.

It looks like boat was painted once the finish underneath the paint looks better than the paint itself.

In that case, you may want to consider stripping the existing paint and see what youre really working with before making any decisions on how to finish it.

Not that I am a guru on this stuff, but I'm with TJBenj on this. You will need to strip the old paint to assure a good paint job if you decide to go that way, so give it a try and see what you have. Wet sanding, buffing, and polishing can do amazing things to gel coat. It is so much nicer than paint.
Good Luck!

The only thing I might add is that it most likely is a saltwater boat that might not have had the loving life that a northern boat that had been put away for 5-6 months so it might have been painted to make look nicer. Also he'd have to do it by machine, doing a boat that size by hand might make his arm fall off
