Hesitation when throttle is nailed

Boat runs great, idle is great, excellration is great, WOT is great. Problem is when at idle, when I nail the throttle the engine bogs. If I start it cold and let is warm to normal temp, and nail it, it will just about stall. If I run it at WOT, and then stop and nail it, it will have just a very slight hesitation. Is this a timing or carb issue? Engine is a 310 Indmar GM with a Holley dual feed carb.

Does it just bog or spit back through the carburetor? might need to adjust the accelerator pump.

It just bogs. No backfire or spitting through the carb.
