Sad story . Please don't allow yourself to become complacent . This tragic accident happened about 20 miles from my house .

That is flat out terrible. I just had a class last weekend on proper use and application of a tourniquet.   We were told that many of those injured in Las Vegas would have easily survived with proper help on scene.   
Some could have been saved if someone would have placed one finger on the wound and applied pressure.
They showed us how ineffective a belt can be.   If you have to apply a tourniquet you must get it tight enough to shut off the leaking blood. Apply it above the wound to shut off the blood flow and monitor the leak a homemade tourniquet tends to loosen after initial application. A loose tourniquet allows the person to die. One person died because a tourniquet was applied on the wrong side of the wound.   
For $20 this is a tool that should be in our first aid kits.
Very easy to apply even to yourself and very effective once applied.

Every time there is a disaster we learn a little about what to do next time so we can save lifes.   This poor man died, it was nobodys fault but it could have been avoided.
