I’ve had good luck using what the manufacture of the product I’m using recommends. The 3m stuff I have used recommends their foam pads.

For me, it's the WOOL, baby!
Much improved results with wool cutting pad at 1400 rpm. ( 3M reccomends wool or foam).
It eliminated the 1500 d/a sand marks, and left a finish that polished well with the Finesse on a foam pad at 1650 rpm.
At least, on my 2' square so far.....

I just skimmed through this and didn't see any mention of washing the hull thoroughly between each grit change. If you do not you will always carry the previous grit over to the new finer grit as you move up and never achieve the desired outcome.
Wash the boat thoroughly every time you step to a different grit.
