It's what's holding the ring/finger in the pylon and it needs to be driven out. Then the shank can be really stuck due to corrosion. Some have resorted to applying upwards force with a chain hoist or "come a long" while twisting the ring back and forth. Be carefull not to apply too much force on the ring since some have bent them. If you use too small a punch, you can "mushroom" the pin end and locking it in the hole. Did you use the proper size? My suggestion now is to remove the pylon and get it into an arbor press to see if the pin will come out. You may have to resort to drilling it out but that can be tricky since the pin is hard.
