Hard steering on 93 sport nautique

My 93 sport nautique was extra hard to steer when I purchased recently figured was steering cable and OR rudder packing. I've done both and turns fine on trailer but still too at 1p mph or more.any thoughts?

Replacing the steering cable fixed my hard steering issue.
