Tim,    its hard both ways.
im gona try to take the cable off the pitman arm (if i can vet the damn floor up) and see how the cable feels.   PO sprayed in some liner spray and now its hard to see how the floor comes apart...

Is it hard to turn both directions? If it is only in one direction, it could be the cable coming apart inside the helm.

Someone recommended putting a grease zerk on the cable, which would be great to keep a good cable good.

But I am with Mike - Steering is a critical safety item & well worth the $300 rip-off price to get peace of mind. I bet a stiff cable has frayed strands in it & is ready to break at any time.

Disconnect the pitman arm from the steering cable, and see if it is still stiff. If not, your rudder port is gummed up and needs repacking. In all likelihood, it will still be stiff and tell you that your steering cable is bad.
Some guys have ways of re-lubing the cables. My vote is to replace. Make sure you replace with the correct length and throw. You more than likely need to get this through a dealer as most, if not all of the cables CC used are specific. Others will chime in to confirm that.
