Chuck,
Spacers (thrust washers) were commonly used to take up the vertical play between the rudder port and the tiller arm. Different combinations of rudder ports and rudders were used through the years. Also the washers are needed for height differences due to the packing nut height difference. All will tighten up at a different height. This isn't a critical spacing. Give or take a 1/8" is fine.

I have an early 77 Ski nautique and recently cleaned off my rudder. I have found a replacement but am puzzled a bit by some details. The rudder that was on the boat had a post that was about 6 1/8" for the shaft section and about 6 5/8" to the top of the square boss. Both of these were measured from about where the blade transitioned to the shaft. An additional collar about 0.28" was placed on top of the packing nut below the rudder arm. No idea if this was original or not but it ran well for 15 years.
The new rudder shaft is 5 3/4" and 6 3/8" for the blade to top of the shaft and square boss respectively. It looks like it will work without the collar and for sure I can't use the collar without shortening the feedthru anyway.
Any ideas from the brain trust on the length differences?
