mine rotted out like that on my 85' and I ripped it out and replaced it w/ epoxy after it dried out over the winter. stringers are still good at least until my boy gets old enough to fix them

Here's some pics of my '85 of the area your talking about with most of the foam removed.
The little block that is in question in your pic, is nothing more than a dam for the foam.

I wouldn't worry about that spot for now enjoy the summer than work on a fix.
As for the water in the bilge first check the easy things like the shaft log and rudder, then dig a little deeper.
My exhaust tubes were shot and riddled with pin holes but that caused it to take on water even when it sat.
Is the water hot? If so it could be an exhaust leak looking at the duct tape in your pic, that would be another place to start

What other checks have you done for stringer rot? Have you checked the engine to shaft alignment? The rot you found is in one of the crossmembers and isn't critical but it's also a indication there's rot elsewere.

Need help from the experts. I looked a little closer at one of the rot spots on my boat. How hard will this piece be to repair and how long can I wait to repair it? I could stick my finger up into the cavity and with the hose was able to wash out all the rotten wood. How bad is this? The boat runs awesome other than a few mechanical issues and some water in the bilge after a run.
