Tom like your thinking but Pete's right ping pong need to be kept dry or will degrade over time, there always empty pop bottles, but if we could find a cheep air filled PVC ball or something it may well work, must be something out there.

Just had a mail back from the ball guys, good news no manufacturing holes, bad news is all there balls are solid so would sink like a stone

Ran across this company, they make all types of plastic balls in different sizes, the PVC ones look good you could use something around 11/4 mixed with 1/2 inch.
If you use them you would need to do a ply floor over them.
May worth a call to see how much the cost is and check the balls have no manufacturing holes in them.

If it worked it would be fair to say you and your boat got "balls"
