Assuming Win7, here's what I do for my clients, unless the computer is totally hosed:
1) Disable/delete any browser add-ons such as tool bars or search bars.
2) Remove all unnecessary programs via Add/Install Programs
3) This may require a few reboots. After the last reboot, all should be gone. If not, boot into safe mode and try again.
4) Update antivirus. If it is Norton or McAfee, uninstall it and get something better/lighter such as MS Security Essentials, Avast, or Avira
5) Run virus check. Handle any issues.
6) Install and run Malwarebytes
7) Install and run CC Cleaner
8) Run task manager to see what processes are running. There should be nothing out of the ordinary here. If there is, uninstall it.
9) Uninstall Adobe Reader and instead install Foxit Pro.
10) Install and use Google Chrome and/or Firefox
11) Run Auslogics Disk Defrag Free (only if you have an HDD, do not with an SSD)
12) Run Auslogics Registry Cleaner Free. Accept the defaults.

Enjoy your faster computer.

Tips to prevent this from happening again:

1) Do not install any program that you didn't specifically ask or search to install.
2) Always choose the custom install option and READ the install pages. Some try to trick you into selecting NO when you mean YES.
2a) If a company tries to trick you into installing crapware. Do not use their products.
3) Do not click on popups. If you go to sites that have a lot of popups, stop visiting those sites.
4) Nothing is free.
5) Do not install programs such as weatherbug or things that "alert" you of something
