Gain access to the top of the tank...it should be a flange (~4-6" diam) held by a few screws. Probably three wires connected to it. You can test it by removing the flange (the float, arm and rheostat are all inside the tank)and cycling the float up and down. The tank can be full, no problem...this all comes out the top. You can also disconnect the wires and send a dummy signal back to the gauge if you have something to generate a variable voltage (try a 6 volt battery or something of the sort).

Where is the float located on the tank. The boat is full of gas is that ok

You may be able to shim w/ splines by using thin strips of brass to make a tighter fit.
Gas guage...take it out of the tank and cycle the float up and down and watch the gauge response. |

The shaft has splines. And th s haft wiggles a bit. Also is there a way to check and see if your fuel sening unit is working? Or how do you check is the float is stuck?

Is there a machined slot in the shaft for a woodruff key or does the shaft have splines?

I pulled the steering whell off and there is only a nut. No woodruff key? What can I try to fix this.

It should be a tapered shaft and a slot for a woodruff key. You could pull the wheel to ensure it's seated on the tapered shaft amd make sure the woodruff key fits snug. Perhaps shim the taper (epoxy or JB Weld) to fill the voids...may be a permanent mount unfortunately.
