I did a quick search and found a fuel schematic that may help. I feel the line with no dip tube at the tank is your return line.

I have a 2003 Air Nautique 216 and have had fuel issues. Shop said I had bad fuel. So I pulled tank and drained fuel and found that the 2 fuel lines for low and high pressure pump issue. The high pressure pump connection has a hose on it with a small screen on end of hose that goes down in tank and is clean and looks good. The low pressure doesn't have any thing connected to it on inside of tank. I did find a 1/2" nipple about 4" long with a threaded end on it rolling around on the bottom of tank.. Shouldn't there be another line for the low pressure pump on inside of tank?
