A 50/50 mix of acetone and tranny fluid has proven to soak in to rusted bolts and help break them loose.   I have used a propane torch to heat the area around the bolt and then apply more of the mix.  Works best if you have a few days and can re apply a few times.  It helps a lot.

You may need to get to the bolt heads with a Dremel and a cut off wheel. Then go after whats left with a stud wrench or the crude way a "vise grip"

Suggestions for removing the manifold?  Looks like one of those stuck bolts challenges.  I believe i will just replace rather than try to weld up the cast iron.  Ideas?  this is an '88 Ski Nautique.  Exhause manifold leaking from bottom
