A easy check to see if its a battery cable issue is to turn on the stern light while trying to start and see what the light does. If it goes practically out, you have cable/corrosion issues. If it stays bright, you have a solenoid or starter issue if it just "clicks". This is just a simple test, not a complete diagnosis.

While it could be the starter or solenoid, start with the easy stuff. Are you sure the battery is good and connections clean and solid? I've seen this many times with battery cables, starter cable, etc. having enough corrosion to let some current through but not enough. It will click a bit then finally kick in and start after a few tries even with a good battery and starter. Remove, clean and re-attach wires and cables and try again.
