I seem to remember the ground wires in the instrument panel were all common, one wire feed and then many 
Wires split off for each breaker.   I used a high power spot light in my 95 Nautique powered by the factory cigarette lighter and melted my lighter socket.   When I had it apart I addressed the ground wires with a larger feed wire and have had no issues since.   You might check all the ground wire connections that feed the Nav Lights in your boat.

UPDATE. BATT checks good on volts and load. And I somewhat suspected, as it's only 2 years, tendered in winter, etc...

So, pulled all the connectors, retightened each, and all is well with ignition key ops and starting. I still have the anchor/nav light issue....

So, BATT was down, charged it, boat still wouldn't start. No issues with cables from the car. Started right up. I'll take the Batt back and have load tested. With that said, I went to turn the boat off, and the key would NOT turn off the boat. Start position works, ACC position works but not OFF. Turned off with ignition breaker. Hmmm...

Additionally, the Nav and Anchor lights are illuminated, as if the switch breakers were depressed, but they are not. Pressing them in then back out, has no effect, lights still illuminated.

Ideas on where to start looking on both issues? Related?
