Very nice version of an Aqua Plane. Most were homemade.  That is nice and should be in a museum.

No it’s a snowboard, meant to be pulled behind a 4x4 on pavement

The rails make it look like its meant to be sat on, tho not necessarily the only way to use it.  I dug a similar sled out from under my uncles camp back in the early 70s (and decided to give it a try.  The sled was connected to the boat and it had a bridle for the rider to hold on to.  I was heading down the lake, probably going faster than designed to go, pulling back hard on the bridle. The rope to the boat broke and the front of the sled came up and whacked me in the head, resulting in a pretty deep and bloody wound.  Ahhhh, youth!

Looks to be a ply wood or possibly steam bent wood laminated together? Very similar to the first thing I rode behind a boat as a child. Ours was home made by my dad and did not have the curved up front. So was pretty good at diving if you stood to far forward LOL

.A friend of mine gave me this. I don’t know if it’s pre-fiberglass-plastic,that would make it in the 50s or early 60s?? If anyone knows anything about it or wants it, they can have it. However, it is in Ohio. I don’t think I want to ship it.
