It looks like one of those kites they use in the surf on windy days, You can go down be fort desoto on the week-ends and they're usually a half doze of these guys out there. Guess the boat is the wind machine.

Today it was so nice out, I went for a ride, and saw these two guys doing this, I dont know what it is but it looked cool!!
