Had the boat out for the first time this year. Steering was an absolute beast - had to use both hands to crank it around and it didn't seem to loosen up while I had it out. Unfortunately, I didn't have time to take a closer look before leaving the lake (and boat). I assume the problem is with the rudder arm - needs to be lubricated? Does that sound right? I wasn't aware this was something I'd have to maintain. What should I use on that?

The problem is probley the steering cable disconect the steering cable from the rudder and see if the steering is still tight if so it is the cable if not it is the rudder

I agree that' the problem most likely is the cable. As mentioned, removing the cable from the tiller arm will confirm where the problem is.
