My navigation lights are not working and when I turn them on the gas gauge goes off.

Seems like a short of some sort, but haven't had a chance to check yet.

Has anyone had a similar problem?

What year boat? I would check the bulb sockets first. It does sound like a direct short.

A short would or at least should blow a fuse. Check the ground continuity from the engine back to the fuel gauge sender and the aft nav light as well as how both are wired.
