subject pretty much says it all.

I tried to get some PB blaster in there...no luck.

it sounds like a thousand cats being tortured

I recently had the support cable replaced, but the main winch tube cable has some fraying and probably needs to be done as well.

You might have a look to be sure the cables are all tracking properly in their pulleys. If the new cables weren't routed correctly (or if the old ones have jumped out of the pulleys) you may find the source of the noise. This problem will also lead to some pretty quick wear on the cables.....

The other source of noise that comes to mind is the platform guides rubbing against the uprights. I've seen this happen when the lift doesn't sit properly on the lake bottom.

It's not the cables, it's the pulley bushings. What's probably happened is, they've corroded so badly that the plastic pulley wheel can't spin on the bushing anymore and the screeching noise is the bushing grinding against the bolt. Grease can help for a couple weeks but it'll be right back. You need to remove all of the pulleys and go buy yourself some new stainless steel or bronze bushings to back in there. It'll cost $10-$20 and take an hour or two to fix.

edit: In order to accomplish the task, you have to pull the boat off the lift, block up the lift so the cables aren't supporting it (I used 2x4's), and disconnect the cables so that you can remove the pulleys. Be real careful removing them because if you lift the cable when the pulley isn't attached, the pulley will roll inside the lift and can be a pain to get back.
