I am restoring a 1970 16" Mustang. While assembly, I noticed a ground wire from a tab on the fuel tank.. Does it get grounded to the battery?

well all grounds end up at the battery, normally you would bond to a buss bar somewhere usually under the dash. Your stern light needs to be grounded too. A ground goes from that tab to the deck mounted filler pipe thru one of filler pipe mounting screws too. Mine has a dash mounted gas gauge so there is a ground on the sender also.

It may be chrome plated brass as well. The late 60]s to early 70's was a transitional period. What's your concern if it's stainless?
