Before the days of Perfect Pass speed control, or GPS based control (star gazer/0-off) speed through a slalom course was critical to be within rules specifications. The second speedo was for redundancy, should one fail (plugged pitot or whaterver)

And I'd like to add that tow boats used in tournaments frequently had a 3rd speedo for the judge. They were mounted on the dog house so the judge sitting in the observers seat could see it.

The tolerances are pretty tight. In looking at this, its hard to believe how much harder adding 2 mph is when it represents only about a 1 second reduction in time to pass through the entire course. Its either that, or I'm just no good. I've never competed, so I'm not sure this is true, but I believe (again, before GPS speed controls) the judges still didnt trust the speedos and used a stop watch to verify the speed/time through the course.
