So today I noticed some bubbles oozing oil around the dipstick area of the oil pan. Looks like this is something that has already been repaired and painted over in the past. This seems like a ticking time bomb. Looking for advice on what my options are here. Thanks!

That's a threaded in fitting and it's PCM's heavy coat of epoxy paint that drips, runs and looks ugly just like yours I'd try to tighten the nut a little and see if that stops any leakage. If you click on the link below, you'll see what the tube looks like. it's not the right length for your engine but it seats the same way in the pan The left side in the picture seats in the pan If that doesn't work, drain the oil, unscrew the nut and check the seating surfaces where the tube seats in the pan or scrape away the paint and look for cracks PS.........It's not the easiest nut to get a wrench on

A flare nut wrench may help getting inti the tight area.

after picking away some of the loose epoxy paint, I noticed a cork gasket. I'm wondering if its that gasket that is allowing oil to seep through around the 4 rivets(?) and forming those bubbles under the epoxy paint. It doesn't seem to be leaking from behind that tube nut. And yes that is a tough nut to get a regular wrench on!

Well the good news is that there is a cork gasket between the adapter plate and the oil pan.
Ford put it there when they built the pan and like you said, there are 4 rivets. The bad news is also that there's a gasket there because you have to take the pan off and grind off the rivets to remove the gasket and probably make a new gasket yourself and put it back together with nuts and bolts If you scrape enough, you might make things worse Things like epoxy and other sealers have been tried with various different results due to the oil PS............... Pete's flare nut wrench doesn't work too good on that nut either unless you shorten it some (like cut it in half) for some working clearance, then it works good. It's a 5/8 wrench you need.
