It's best done by getting a new steering cable
The cables don't have any provision for lubricating the cable inside of the outer sheath. So, if you're sure your problem is the cable and not the helm or rudder, that's the "best" solution.

I had a ski buddy once take out the cable for the winter and hung it vertically all winter and lubed it every week in hopes of getting it to move more freely over time. He really thought he had great idea. The next summer the steering was still very stiff. New cable was soon ordered.
