My step pads keep on mildewing. Any suggestion on how to keep them looking bright and new? Does anyone know an outlet for replacing them?

Soak them in Clorox for a couple of days. If they have been painted you need to remove the paint first with thinner or mineral spirits (take your time and get all the paint off or you will do this step again rinse with water then soak in bleach.
