The steering in my 92 ski is not smooth as it turns with some resistance every time I turn the wheel. It will stick at certain points on every steer.
New cable was installed and replaced rudder packing and greased shaft.

I'd open up the helm and check the gear that engauges the rack on the cable. If it's sticking in the same spot with every revolution of the wheel, then I'd say somethings up inside. Clean and grease.

I will take the helm apart this week sometime.
Also, my horn does not work as a horn, when I press on it, it kills the engine instead of honking.

Get the Ohm meter out and check the horn. If you get a low or near zero reading, you have a short that's pulling down the volts to the dash and the ignition system.

BTW, you had better check to see if your horn is fused or is on a breaker.

That whole assembly doesn't look "New" to me. If it's been sitting on a shelf- more that likely it's got hot and the grease has liquified a little and may have leaked out some. I'd do like PeteB said and open that helm up and clean and grease it.

Also the length of 16' seems a little suspect to me.

As for the horn killing the motor-- I'd be checking the wiring in the whole boat and make sure my fire extinguisher is charged.
