Have a 1984 Ski Nautique. Need a circuit breaker for the running lights. When I pull out the current one, it pins all the gauges to full.

You need to give us more info. When you say "pull out" do you mean turn the breaker to off? Get the VOM out and get under the dash. Sounds to me like you have some wiring goofed up?
