anti siphon valve?

Is the anti siphon valve related to the black rubber hose coming off of an electrical device on the throttle body that goes through the distributor rubber boot and then into what looks like a a whiteish plastic in line fuel filter under the fuel injection manifold?

Could someone post a photo of it?

No... that is the vacuum line that goes to the bypass valve has nothing to do with the pumps.
Instead of wasting money on unnecessary parts get a pressure gauge that has a bleed line and check the pressure and then bleed the line, that will tell you how healthy your pumps are. If your getting air pockets in the line your pumps are getting weak or working intermittently.
Also do some reading in the GT-40 manual posted in the reference section this will help you understand how the system works and will help with diagnosing problems.
