best I can tell these side steps are 31 years old.  Busted up and soft and rotten all over. It is one full piece but it is 9' long.  I guess the trailer factory special ordered wood, cause plywood is 4 x 8.

Neither Home Depot nor Lowes has marine grade plywood anymore.  I suppose some of the true lumber yards here in Nashville may have some, but they are closed on Saturday.

So, what material do folks use to repair the "STEPS" around the fenders?  And I guess if I go with 4 x 8 marine grade, I will have to piece it together at the joists.  Another crazy thought was to get TREX... you know the plastic boards used on your deck.  It might save a step if I don't use carpet. Anyway, how about some more thoughts on this.

You don't need marine plywood and it's doubtful the original is. Marine plywood only means there are no internal voids - here the explanation- https://www.woodworkingnetwork.com/best-practices-guide/solid-wood-machining/what-difference-between-marine-plywood-and-regular 
If your worried and want to spend more money get some CPES and coat it

yeah, I understood it was all about the glue.  That article says exterior and marine grade would use the same glue.... good to know.  I also knew that marine grade has no special treatment to the wood, maybe just the green tint you see on exterior lumber.

HD and Lowes had a few listed as Severe Weather, or just Exterior or Ground Contact.  Those are all $35 to $50 a sheet.  And were going to be my next choice.  Figured I would add some high quality deck sealer on the top and around the edges.

Any thoughts on the NINE foot issue?  I don't see a way around piecing it in at one of the wide joists.

Based on the oddball shape, see if you can lay it out on a single 4x8 sheet.  You'd have a lot of waste since each side will take a full sheet, but might be close to fitting.  The diagonal of a 4x8 sheet is just barely under 9'.
