1980 SN….351 Windsor.  90 ish lbs compression all around, new heads, new 2 brl carb (did not go 4 brl), new fuel lines and fuel pump, cleaned out gas tank, idles and accelerates great on trailer… in gear and off boat ramp it has no power and will not exceed 15-20 mph… sputters and pops with full throttle down…. Temp at 150+-does not want to run under a load…..  HELP AGAIN….CCF has helped with firing order and cooling problem… now this.. almost got it ,,,, FREDAWS

90 PSI is not much compression are you sure the new heads are the same chamber size and type?

Might also verify your timing is set correctly and the timing advance is working properly.

What's the new 2 barrel carburetor you put on it?

Usually a pretty well worn out engine might have 90 pounds compression. 

Is the gauge accurate?

Did you test with the throttle fully open?

Since you have a normal rotation engine (earlier thread), do you know it's history?

And like already asked by MrMcD what's the timing set at?
