Just putting the engine in forward is about 250 RPMs so the boat stalls. Can anyone give a reference as to what it should be? Neutral gives about 800. Reverse doesn't have an issue, but I don't recall off the top of my head what those RPMs are. 351 Ford PCM. I couldn't post this in maintenance for some reason it said I wasn't allowed.

In neutral the throttle Cable should be adjusted so its putting light positive pressure against the carb's  idle stop. I suspect your helm is holding the throttle up from the idle stop.
