Tore it all apart today, the cable and the rudder are both in good shape. Tore the hub assembly out from the dash and took it apart. Half the teeth on the steering wheel shaft have sheered off. All the teeth on the gears look good. Now the hunt begins to find one.

Is the clamp block (holds cable by the rudder) loose or worn? I had one wear out, caused a dead spot in the center of the wheel. The steering would have no feel going straight and then when the wheel turned about a 1/4 turn it would jerk into a harder turn that you wanted.

The cable and rudder feel good when disconnected. I think my problem is the steering head assembly under the dash

It was doing it out of the water but not near as bad. I will disconnect from the rudder and see what happens.

Took the 89' 2001 out this evening and half the day was perfectly normal. The second half of the day the steering started getting really rough and jerky every 1/8 of a turn. Going to look at it in the morning in the light. Anybody had those symptoms before? Sound like a shot cable or maybe the rudder needs to be repacked?
