I got a chance to grease my rudder port, mine has a zerk fitting.

This seemed to eliminate the remaining friction I was feeling. I had forgotten to grease it this year. In past years, I had greased it, but didn't feel a full improvement because the cable was on it's way out.

It probably would have been smart to grease it while everything was already removed, but doing it the way I did allowed me to feel the affect of both changes.

So, I was getting most of the friction from the cable, but some from the un-greased rudder port too.
