If all was working right, yes. but alas it is not.

The Main air bleeds are sensitive because the mains (jet and air bleed) also feed the transition slots.

The TS are active because the idle is turned up to compensate for a vacuum leak and/or plugged idle fuel orifices, exposing more of the transion slots then there should be at idle.
