Clamp Block/ Clamp Tube Adjustment

I need some advice on getting the clamp tube/ clamp block adjustment correct. I have been fighting with getting it right but just cant seem to. Any and all help is much appreciated!!
Guess it would help to say I have a 1984 2001 Ski Nautique

1. Set rudder straight
2. Count wheel turns from straight to full lock in both directions.
3. Adjust clamp tube within clamp block until equal travel is achieved in both directions.
4. Water test... Prop rotation will impact turning ability. Make minor adjustments if necessary.
5. Reset steering wheel straight by feeding cable into helm in slightly different positions (this needs to be done on the water). (This is not a function of the clamp tube/block and can only be done after the clamp tube is locked in its final position.)

With each adjustment I need to set the rudder back to straight before retesting steering wheel distance?

you're trying to correct equal turns l and r right?

to test you can do either of these methods

center the wheel (equal turns l or r), does the boat go straight?

center the rudder (boat going straight), equal turns l and r?
