Has anyone else had this issue? I plan on fixing it before the first run but was wondering if it's a symptom of something more -- of if I should just assume the previous owner sheared it off...

remove motor mount after blocking engine in place. grab the bolt with vice grips or other method of stud removal, if it is rusted in place, jarring with a hammer, using some heat, and some penetrating oil may be helpful. Replace the bolt once the old has been removed. I don't think I would stress about how it happened, but it does need to be replaced so that the engine is using all of the contact points to be connected to the boat structure. While you have the engine mount out, free it all up and put some anti-sieze on it. you'll be happy you did when you need to align the motor.
