I took the boat out for the first time this year after installing an Acme 540 over the holiday weekend, and was confused to find that the top speed of the boat remained at around 36mph, same as before. Last year I had chalked it up to an old, beat up prop and my lack of nerve from a very worn out cutlass bushing. I noticed the motor wasn't getting past 3800rpm, although it runs well and accelerates hard with the new prop. I pulled the linkage/diaphragm off the secondaries and this fell off:

It looks like this was blocking the vacuum port on the carb body, but I'm at a loss for how this could have happened without being intentionally installed. Anyone have any insight on what this could be? I'm crossing my fingers that this is that easy of a fix.
