69 Mustang rear bench seat install

I'm looking for someone with experience/expertise related to framing up the rear fiberglass seat frame in my 69 CC Mustang. When I bought the boat last summer, the rear bench seat frame was not mounted in the boat. When I went to install it, I noticed it didn't line up with all the screw holes (foot area on the floor and shoulder height above gas tank). My measurement indicated the back portion (shoulder) was 1 7/16" below lining up with the holes. I went to my local lumberyard and bought a 1 x 4, 50 1/4" long. I've now got this under the U shaped (90 degree bend) portion of the seat. The holes above the gas tank now line up, but the holes near the foot area still seem off. Can anyone give advice on how to frame this up properly?
