My '99 Sport Nautique has become difficult to push the control lever from neutral into either forward or reverse. I believe this is simply a bad transmission cable. I also hear this is fairly easy to replace by simply attaching a new cable to the old one and using the old one to pull the new one into place. Is this correct?
Does anybody know what length of teleflex cable I need to buy (16-19ft)?
Are there any other parts I will need?

The right length is 17 ft cable but before you replace the cable diconnect it from the trans first and try shifting the controls and the shift lever on the trans.

If a cable has been bent too sharp it will have a lot of resistance. I used duct tape to connect the old and new together and pulled it under the floor to the engine bay.

Try some lubricant such as WD40 or something better. The knob that engages my transmission would barely move with alot of force until I sprayed some lube on it. It works very well with little resistance now. Maybe the same will apply if the lube is sprayed into the end of the cable.

Do I have to completely dissasemble the shift/throttle control assembly?

As for the correct length look at the cable casing 12"-16" from the end. The length should be stamped there
