1984, PCM 351 will not fire. The points, condenser, rotor, distributor cap, resistor, ignition wires, and spark plugs have been replaced.
Any ideas would be appreciated.

Our 85 PCM 351 is running great. The 84 belongs to the neighbor on the lake. Although the new rotor appeared to have been seated properly I removed it and reinstalled it. The boat was running when it was winterized. He stated that back in the fall when he turned the engine off after warming up running on the water it would not restart. When he tried to start it last week it would turn over but would not fire. When I checked the boat prior to installing the new ignition components the old points were shot. After installing the new points and setting the gap it has a spark but it does not fire at the plugs. Fuel is making it to the carburetor.

It sounds like you have it narrowed down since you are getting spark from the coil but not out at the plugs. Check the rotor and cap as well as all the high tension wire connections on the cap.
