When the boat is in neutral and turned on the tranny is making a clunking noise and i can see the shaft trying to turn when the noise is made anybody know what that can be

I concure it's your dampner plate. Lots of info in the threads on changing them out. Not bad and around $100 depending on the trans type.

I think a low and/or a rough idle can cause this with a good damper. Maybe worth checking?
