When I press the switch, I can hear the switch activate, but it does not sound the horn. I also notice the volt-meter drop significantly when the horn switch is pressed. COuld this be as simple as replacing the switch?

Can you get to the back side of the switch? If so, try jumping between the two wires to see if the horn works. If so your switch is probably bad.
You could also try a 12 Volt jumper wire to the + side of the horn to bypasss the switch altogether.

I'd have to say the switch is actually good otherwise you would not see the voltage drop. I think it's the horn. You could Ohm out the the horn. Divide 12 (nominal volts) by the Ohm reading of the horn. Anything over about 4 (amps) and it's a bad horn.
The only other thing is someones been messing with the wiring!

I'd have to agree with you Pete, unless there would be a short within the switch itself, that would also show a voltage drop. Normally a fuse would blow, but not sure how that is fused?

Unless the switch is lighted, there's no ground in it to short to!!
