I saw this behind the hotel in West Palm. I understand the first two actions, but the third... I had no idea this was an issue. 
Maybe Billy can shed some light on this?

It all depends on their age. First time offenders get probation and maybe a small fine, second offense is a little more harsh. Gator bites at Don's Seafood, no repete offenders........

To me, that sign reads like there has been a problem with hotel guests molesting the gators...or maybe it was these guys?

John, you have been in my thoughts, and I wish I could've stopped by. I've been down here working. I was in Key Largo the previous 3 weeks and am now in the airport at west palm looking forward to giving my woman a squeeze when I finally get home.
