Tank is out but when disconnecting the sender wires the tag that isn't on the centre nut came away at the soldered join to the tank looking at the picture I think the remaining bit left see piccie is steel not ally so I am hoping I can solder a new wire / tag on to it Any Tips on how do do this successfully ? No 1 yes the tank is empty and i intend to fill it with water for the soldering

Use a round terminal on the wire and put that under one of the five small bolts holding the fuel sender in place. Just make sure the surfaces are clean providing a good earth point.

I agree with Mark on using one of the mounting machine screws as a ground.
Have you ever tried soldering aluminum?
