My friend has a 1983 S/N with a Mercruiser 198 (5L) engine.
The engine sounds very rough and is under powered. I am not sure if it is a timing or carb setting problem. Where can I start to look for faults and is there perhaps a carb diagram (with location and standard settings) for the particular engine / carb.

Well diffently start with the timing. Adjustments to the carb are meaningless otherwise. Check the plugs, cap and rotor first and make sure they are in good order, then set the timing, then go to the carb.
