What do you think could be the problem? When I drain water out of the bottom of the engine, the water is cool from there as well. My question is this: on a 350 Chevy Engine is there a special thermostat that we need to be able to get the water over a certain temp. If I'm idling, I can get my engine temp to about 100. As soon as I hit it, the temp goes below any measurement marks. Any ideas would certainly be appreciated. And where are you returning your water from the heater? Sounds to me like you may have bypassed the thermostat with your heater. This will cause the engine to continuously circulate cold water and not warm up.
