Where can I find the torque specs for exhaust manifolds and risers for 351 Windsor?

I don't know what era Nautique you have, but if you go to the 'reference' tab above then to the manuals tab there are several service manuals to chose from. The one from your era 351 should have the specs you need.

I found torque specs for the cylinder heads but not the exhaust manifolds or risers. It is for a 1981 era 351.

Try page 187 in the manual in the link below

Pretty wide ranges

It has 18-24 ft lbs for the exhaust manifold bolts to the head and it says if something isn't listed to use the table on that page. The riser bolts are 5/16-18 and it gives 12-18 ft lbs. They're not specifically listed in the engine manual.
