My 02 196 GT40 Ford keeps having intermittent issues with tachometer losing RPM signal, Speedometer (New Faria GPS speedo) delayed in engaging, Perfect pass losing rpm's, and the volt meter bouncing from 12-14.  I've read that a common issue is the ground wire (looks like 16g) coming from the battery to the dash is underpowered which could be causing my issues.

1.  Do you agree this is probably the problem?
2. How would you recommend to rewire?  I've read 8G from battery to bus bar and then wire tach, speedo, and voltmeter from bus block. What gauge wire do you recommend from bus bar to gauges?

8GA is complete overkill for the dash.  Nothing consumes any real power up there.  12ga is just fine.  Your 02 should already be wired directly from the battery.  Is this not the case?  If you look at your battery there should be two leads on each post.  4ga to the starter/block, and 12ga or so to the dash/control unit. 

Check to make sure your wires are in good shape.  With separate wiring to the dash/control box, your voltage should be rock solid.  If it's not there might be an issue with a crimp or something else somewhere.

Yes the dash is wired directly from the battery.  It looks more like 16g rather than 12g.
