My 2003 196 limited will turnover but not run.I checked off all the usual suspects,fuel in tank,kill switch fuel pump engaging still no luck,any thoughts where to start?

Assuming it is fuel injected in 2003, most likely is low or zero fuel pressure.  The engine needs Air Fuel and Spark to run so work down the list.  A fuel pressure gauge is a nice tool to have to verify fuel pressure.
Checking spark is easy, pull one wire and hook it to a grounded spark plug and see if it sparks when you turn the engine over.

The only way you should pay any attention at all to this picture in the quote above is if you have a gt40 and the last year of those was 2002
